I need help with warhammer miniatures?

Am I supposed to build WarMachine/WarHammer miniatures before I paint them?
Or is it the other way around?
Some parts on the War Machine mini's seem like they would be difficult to paint after assembly.

Undercoating warhammer miniatures??
I have recently acquired some warhammer miniatures and intend to paint them with acrylic. Is it ok to undercoat with car spray paint undercoat or does it need to be a specific type of spray paint? The models themselves are made from lead and plastic.
